Franchise Section is responsible for developing and overseeing a modern, efficient, accessible and fair electoral system. The key components of that system are registration and voting arrangements, voter information, vote counting, measures to protect the integrity of elections as well as control of expenditure by candidates and parties at elections and of donations for political purposes at national, European and local levels. Comprehensive legislative codes provide the framework within which the Section exercises responsibility in these areas in conjunction with key partners (including registration authorities, Returning Officers and their staff, the Standards in Public Office Commission, the Office of the Attorney General, the Departments of Finance and Public Expenditure, NDP Delivery and Reform, the Oireachtas, An Coimisiún Toghcháin (ACT) and the electorate). Ongoing reviews of the legislative framework and administrative practices, and dissemination of information and advice, assist in the modernisation and improvement of the electoral system.
